(23 Mar 1998) Russian/Nat The Russian Prime Minister Viktor Chernomyrdin was dismissed from President Boris Yeltsin's administration on Monday, after five years service. In a televised address, Yeltsin explained he was firing his entire cabinet to make way for a new team to carry out economic reforms in Russia. Yeltsin told Chernomyrdin to begin preparing for presidential elections in 2000, but stopped short of naming him as his preferred successor. The outgoing minister of fuel and energy Sergei Kirienko has been appointed acting Russian premier. In an address to the Russian nation on Monday, Boris Yeltsin, announced he had fired his entire government. SOUNDBITE: (Russian) "Dear citizens, today I signed a decree on the resignation of the government. Viktor Stepanovich Chernomyrdin is among those leaving. Parting with old comrades-in-arms is never easy. We have worked together for more than 5 years. Viktor Stepanovich has done a lot for this country. His aims have been fair. I have never doubted his beliefs and devotion to reform. But human content has a very important meaning for the elections in the year 2000. One might almost say it is further the future of Russia." SUPER CAPTION: Boris Yeltsin, Russian President The President explained that a new team was vital to ensure that economic reforms are carried out in Russia and that democrats win the next presidential election in the year 2000. Yeltsin said that he wanted Chernomyrdin to concentrate on the upcoming elections, but stopped short of endorsing him as his preferred successor. Yeltsin himself cannot stand for a third term in office according to the terms of the Russian constitution. Yeltsin met with Chernomyrdin, who has been Russian Premier since 1992, on Monday morning before making the announcement. At a press conference later in the day, Chernomyrdin denied that Russia was in crisis and appealed to international investors to react calmly. SOUNDBITE: (Russian) "No deviation from the course of reform will be allowed. The rules of the game, I want to stress, will remain stable for business, although they will be improved, of course. So I make a particular appeal to our business community and to Russia's bankers: There's no call to be nervous. Do not forget that we are all at every step representing a great state: Russia. No personnel changes will affect the construction of the state." SUPER CAPTION: Viktor Chernomyrdin, Former Russian Prime Minister The outgoing minister of fuel and energy Sergei Kirienko has been made acting Russian premier whilst a successor to Chernomyrdin is named. Yeltsin, who has the constitutional power to appoint and dismiss ministers, indicated he had selected a new prime minister, but did not name him. The president's own spokesperson, Sergei Yastrzhembsky, explained that Chernomyrdin's departure was necessary in order to prepare the ground in time for the presidential elections. SOUNDBITE: (Russian) "The President replaced Viktor Stepanovich Chernomyrdin with a view to creating preparations for the Presidential elections in the year 2000. As the President has already said, the 2000 elections have great importance for us regarding the future fate of Russia." SUPER CAPTION: Sergei Yastrzhembsky, Presidential Spokesman Yastrzhembsky tried to play down the latest developments, describing the sudden changes as part of normal proceedings in Russia.
