PLAMADISO Talk by Giuseppe Colangelo (University of Basilicata) – 30 January 2025 || Organized by the Research Group “Digital Economy, Internet Ecosystem & Internet Policy” @Weizenbaum Institute for the Networked Society Title: Interoperability in Mobile Ecosystems: Competition Law versus Regulation Abstract Interoperability is widely recognized as crucial for addressing competitive challenges in digital markets, especially within mobile ecosystems, where third-party devices and apps rely on seamless integration to function effectively. However, access to APIs may be restricted by privacy, security, or technical concerns. Moreover, limited interoperability between hardware and software within these ecosystems is often seen as a strategy by dominant players to extend their economic influence into complementary sectors. This issue is particularly relevant in the growing adoption of mobile wallets, which highlights the significant potential for expansion into banking and financial services. Against this backdrop, the presentation explores whether effective interoperability can be achieved through the enforcement of competition rules or if regulatory measures, such as those proposed in the European Digital Markets Act (DMA), are necessary. Short Bio Giuseppe Colangelo is a Jean Monnet Professor of European Innovation Policy and an Associate Professor of Law and Economics at University of Basilicata (Italy).
