THCA is the precursor to delta-9 THC, and is commonly found in high amounts in marijuana flower. Both marijuana and hemp make THCA, but the only real difference is the amount produced in each variety. From a legal perspective, hemp should have less than 0.3% delta-9 THC by weight to be considered legal. This brings up an interesting legal and scientific problem. Because cannabis sativa plants dont actually make delta-9 THC, and only make acidic cannabinoid precursors like THCA or CBDA, states relied on converting THCA to delta-9 THC and then running a calculation to determine the % amount. However, some states seem to be using a different methodology that does not convert THCA into THC prior to testing, and thus a "high" THCA hemp flower could be legal to sell. While this loophole is starting to close, an additional one has opened up where farmers hemp gets tested before harvest, and if it passes the test they can then legally harvest and sell. Often it takes the state weeks to get the results, and the hemp flower has increased its THCA amount in that time. So even when the early tests show compliance, by the time of harvest the hemp flower may be on par with conventional marijuana amounts. If you are buying high THCA hemp flower, and get pulled over, its going to test the same as marijuana.
