On September 29, a call was given by the Awami Action Committee against rising electricity bills, wheat flour shortages, unemployment, and the lack of basic rights. From Muzaffarabad to Mirpur, huge protest rallies and long marches were staged. Internet and mobile services were suspended, major roads were blocked, and clashes with law enforcement resulted in tragic loss of lives and dozens injured. Markets were closed, and normal life came to a standstill. After four dramatic days of continuous negotiations, finally on October 3, 2025, a historic agreement was signed at Pearl Continental Hotel Muzaffarabad between: • Federal Ministers of Pakistan • Govt of AJK Ministers • Leadership of Joint Awami Action Committee (JAAC) With this, the protest was officially called off, blocked roads reopened, and people were told that their demands had been accepted in writing. ⸻ 🔑 Highlights of the Agreement: 1. Compensation & Justice • Families of those martyred (Oct 1–2 incidents) → PKR 1 million each + one government job (to be given within 20 days). • Injured persons → PKR 1 million each. • FIRs to be registered under Anti-Terrorism Act against responsible LEAs & protestors; Judicial Commission where required. 2. Education Reforms • Two new boards (Muzaffarabad & Poonch Divisions). • All AJK boards to be linked with FBISE Islamabad within 30 days. • Open merit to be followed in admissions. 3. Mangla Dam Affected Families • Pending land possessions to be regularized within 30 days. 4. Healthcare • Health Card funds released within 15 days for all AJK residents. • MRI & CT Scan machines to be provided in every district hospital (funded by Govt of Pakistan). • New operation theaters & nurseries at THQ hospitals. 5. Electricity & Price Reforms • PKR 10 billion approved for AJK electricity system improvement. 6. Governance & Reforms • Cabinet to be reduced to 20 ministers/advisors. • SDMA & Civil Defence departments merged. • NAB-style Ehtesab Bureau for accountability in AJK. • Local Govt Act reforms in 90 days. 7. Infrastructure Projects • Feasibility study for two tunnels (Kahori/Kamser 3.7 km & Chaplani 0.6 km in Neelum Valley). • Mirpur International Airport time-frame announcement within current financial year. • Bridges at Gulpur & Rehman (Kotli). • Feasibility for greater water supply in 10 districts. 8. Tax Reforms • Property transfer tax aligned with Punjab/KPK within 3 months. • Reduction of advance tax similar to GB & FATA. ⸻ ✨ This agreement marks a historic victory for the Awami Action Committee and the people of Azad Kashmir.
