The primary rationale for the large military budget is the growing risk of war with Russia or China. The proposed budget allocates $170 billion (20%) for purchasing hardware to prepare for potential future conflicts. $145 billion (17%) of the budget is aimed at possible conflicts in the 2040s and 2050s, focusing on research, development, test, and evaluation (RDT&E). The RDT&E budget is more than any other country's total defense spending except for China's. The Pentagon is particularly interested in artificial intelligence (AI) for military applications such as target identification, weapons navigation, and computer-assisted decision-making. The 2024 budget request includes $17.8 billion for military-related science and technology development. Unmanned weapons systems, such as autonomous aerial vehicles (UAVs), ground vehicles (UGVs), and surface vessels (USVs), are a major focus for future military research. Hypersonic weapons are another area of research interest, as they are hard to track and intercept due to their speed and maneuverability. The RDT&E request includes about $2.5 billion for research in experimental fields like quantum computing and advanced microelectronics. Increased military R&D may lead to a larger share of government R&D budget being allocated to defense at the expense of other national priorities. The Pentagon seeks to harness more of the country's scientific and technological resources for military-oriented work, potentially diverting scientists and engineers from non-military fields.
