Bosnian Prime Minister Haris Silajdzic explained at a press conference on Monday why it had threatened to boycott the talks. He made it clear that any discussion about secession by the Bosnian Serbs or any form of federation with the Serbs would be out of the question. Asked about whether he was confident about the approaching talks, he said nothing made him confident except for force, which was no longer the monopoly of the Bosnian Serbs.
