(26 Apr 1995) English/Nat The United States government has condemned the massacre of thousands of Rwandan refugees last weekend - saying it could and should have been averted. But the Clinton administration has no plans meantime to stop sending financial aid to the Rwandan government. The US Assistant Secretary of State for African Affairs, George Moose, ended a visit to Rwanda today with a call for the United Nations, voluntary agencies and the Rwandan government to work together to bring lasting peace. SOUNDBITE: "We are deeply saddened, deeply troubled, deeply disturbed by the violence that occurred at the camp at Kibeho, a tragic loss of life and from our perspective all the more tragic because, frankly, it could and should have been averted. I think it's important to understand that it should not detract us from our longer term objective - how to restore peace and reconciliation in Rwanda and beyond. SUPER CAPTION: George Moose, US Assistant Secretary of State for African Affairs Moose stressed that the US would continue humanitarian assistance to the Rwandan government. SOUNDBITE: "The US has not taken a decision with regard to the suspension of its assistance to Rwanda. But we stress that the vast majority of this assistance is humanitarian assistance which is directed towards assisting the people who have been affected by the humanitarian crisis. Beyond that assistance, of course, most of our bilateral assistance is directed towards assisting the government in reconstituting the justice system - we consider that an urgent priority and one that we will continue to pursue." SUPER CAPTION: George Moose, US Assistant Secretary of State for African Affairs The Rwandan government prevented foreign broadcasters from using the satellite for television transmissions overnight. It was not clear if the shutdown was a reaction to international condemnation of the massacre at the Kibeho camp on Saturday.
