Once you have completed your project and uploaded all re-use and recycling tickets, you are ready to submit your report. Here's a step-by-step guide. If you still need to create a Green Halo account, check out • Create a Green Halo Account in Oakland Cal... This is something that you should do after you have applied for an Oakland building permit, accepted your Green Halo Project Invitation, Submitted your Recycling Plan and had it approved, completed your project using the Three Keys to Success in Oakland, and uploaded all of your Re-Use and Recycling and Disposal tickets. If you have not yet completed any of the steps I just listed, you might want to watch those videos first, complete those steps, and then return here. If you have followed our Three Keys for Success, especially source separation, this phase of the process should be smooth and hassle-free. To Submit Your project for final inspection, open your web browser and go to Oakland.wastetracking.com. Log in using the email address that you provided in your Oakland building permit. See the link in the description if you still need to create an account. Since you have already had your recycling plan approved, you will find your project here, in the Approved section. Before we click “Submit for Final” let’s quickly check Project Statistics over here to make sure our project is on-track. There’s a trick for Oakland projects: instead of looking at these top numbers, scroll down to this number: the Non-Inerts Recovery Rate. This is the number that Oakland evaluates, and it must be above 65% to avoid fines. You’ll notice that my Non-Inerts recovery rate for this project is above 94%, even though Mixed C&D ticket only got a 46% recovery rate. That’s because I followed Oakland’s Three Keys for Success by source-separating wood, drywall, and more and re-using wherever possible. This gave me recovery rates at or near 100% for all of those materials, meaning that the low recovery rate on this Mixed C&D ticket barely made a dent on my project statistics. Had I brought all of my material as Mixed C&D instead, at a recovery rate of 46%, my Non-Inerts recovery rate would have fallen far below the minimum, and I would now be looking at penalties of $1000 or more, which I would need to pay before I could schedule my final inspection. Following Oakland’s three keys to success really comes in handy at this phase of the process. To Submit my Summary Report, I click “Submit for Final.” If my project has special circumstances—let’s say some type of contamination made recycling largely impossible and I’m below the Oakland minimum despite a good-faith effort—I will use this Comments box to explain those details. Projects with special circumstances can receive special exceptions, but only if you provide a detailed explanation here. Click “Submit for Final” once more, and your Summary Report is submitted. It will be reviewed within five business days—usually less. You will receive a message at your Green Halo home screen, and also at the email address attached to your Green Halo account, notifying you whether the report has been approved or rejected. If it is approved, then your Green halo project is complete and there will be no more recycling-related holds on your final inspection. If it is rejected, follow the directions in the message you receive and re-submit. I hope that this video has helped.
