Josh Stein declared a state of emergency Wednesday as North Carolina prepares for the impacts of a major winter storm expected to arrive this weekend. “A winter storm is approaching, and now is the time to prepare,” Stein said in a statement. “Please get ready. Get everything you need in advance of the storm and have a plan in case your power goes out.
