Presented on November 30, 1990 Don Frisbee, Chair, Governor's Commission on Higher Education in the Portland Metropolitan Area "The Portland metropolitan area, the population and economic center of Oregon, is about to receive an eductional shot in the arm if the recommendations of the Governor's Commission are put into action. The Governor's Commission on Higher Education in the Portland Metropolitan Area convened 18 months ago to examine the region's educational needs against a backdrop of economic and workforce realities. What the commission found was startling. Portland is 33 percent below the national average in masters degrees granted and 60 percent below in doctoral degrees awarded. Some firms must hire over half of their new employees from outside Oregon. Don Frisbee, chair of the commission and of Pacificorp, will discuss the commission's findings and what must be done to improve educational opportunities for the region's citizens. The overriding conclusion of the commission is the need for all of the area's private and public institutions to work together. Among other things the commission calls for operating institutions as a ""shared university"" so that students at one school can attend another, and making Portland State University into an ""urban grant university"". Frisbee is the founding director and chairman of the executive committee of the American Leadership Forum (Oregon Chapter). Other commissioners are Ogden Beeman, Earl Blumenauer, Joyce Cohen, Jack Faust, Mike Forrester, Gloria Gostnell, Susan Hammer, Richard Munn, Richard Reiten, and Betty Roberts.
