ASEAN stands at a pivotal juncture where sustaining economic growth can no longer be separated from addressing climate risks, environmental degradation, and rising social inequalities. This report finds that the green economy transition is not only an environmental imperative but a strategic pathway to long‑term resilience, competitiveness, and inclusive growth. While the region has achieved remarkable development gains, its growth model has been resource‑intensive and carbon‑heavy, exposing economies to climate shocks, biodiversity loss, and future productivity risks. The analysis shows that greener development pathways are both feasible and economically viable. Modeling results indicate that pairing climate commitments with productivity‑enhancing investments in renewable energy, sustainable agriculture, efficient transport, and circular systems can mitigate short‑term adjustment costs and deliver long‑term gains in output, trade competitiveness, and employment. However, outcomes vary across countries, underscoring the need for differentiated transition pathways aligned with development levels, emissions profiles, and institutional capacity. Realizing these gains requires stronger policy coherence, credible implementation, and mobilization of private capital at scale. The report highlights persistent gaps in green finance, data systems, and governance coordination, alongside the urgent need for just transition policies to support workers and vulnerable communities. Accelerating ASEAN’s green transformation will depend on aligning economic, industrial, and climate policies—backed by regional cooperation—to turn sustainability into a core driver of growth and shared prosperity.
