대의 민주주의 흔들린다,.. 무능력한 국회에 현역위원 물갈이론 확산 We are exactly one hundred days away from April′s general election... and parliament has yet to re-draw the country′s electoral map.... Something they should have done a long time ago. As our Shin Se-min explains, rival parties in the National Assembly are deadlocked over NOT just this issue... but a NUMBER of contentious bills. The April 13th general election is just one hundred days away,… but the National Assembly has yet to clear up how electoral lines will be redrawn. It′s an issue that′s not only confusing for the public, but also the candidates who plan to run. Some candidates have already filed for administrative litigation with the Seoul Administrative Court on Monday,… saying that the National Assembly has violated law by not resolving the issue by the end of 2015, as mandated. Since the New Year, the boundaries for Korea′s electoral map have been up in the air The previous map became invalid on December 31st, following a ruling by the Constitutional Court. But with the two main rival parties at a standoff citing a wide range of opposing views, officials say it is unlikely a redistricting plan will get passed by January 8th the end of the current extraordinary session. Regarding the matter, Assembly Speaker Chung Ui-hwa says the impasse is at a critical point. ″Amid this current chaotic situation I will have to pursue intermediary efforts and privately meet with representatives from the rival parties.″ With less than a week left until the extraordinary session ends,… the two main rival parties also have to discuss how to deal with major contentious bills including a labor reform package and counter-terrorism measures. And on top of its political stalemate with the ruling Saenuri Party,… the main opposition Minjoo Party of Korea is bleeding out a stream of lawmakers, including former co-chair Kim Han-gil. ″The National Assembly′s deadlocked state is not boding well with the voting public Opinion polls are reflecting their current frustration with a majority of people expressing their wants to replace sitting lawmakers rather than re-elect them come this April.
