SOUNDBITE: (English) David Welch, US Assistant Secretary of State for Near Eastern Affairs: "Well America is never happy when it has to exercise the veto, because what that indicates is that we were unable to come to agreement on a balanced outcome whether it is on this issue or any other. Had there been a more balanced resolution, we would have looked at that but unfortunately this one was deficient in a number of respects and our view did not prevail so we acted as we thought necessary.'' 12. Cutaway STORYLINE: Arab leaders and top US, EU, Russian and UN diplomats held key talks on Wednesday, in an attempt to revive the Arab-Israeli peace process. It came as a deadly rocket attack by Palestinian militants in Gaza raised fears of an increasing cycle of violence. Representatives of the so-called "Quartet" of peacemakers met in Cairo for the first time since the Palestinian militant group Hamas formed its government following its landslide victory in the January legislative elections, throwing the peace process into crisis. Earlier, Palestinian President Mahmoud Abbas met Egyptian President Hosni Mubarak, creating further momentum after news that Abbas' Fatah party is close to finalising an agreement with Hamas on the formation of a Palestinian national unity government. The UN's Middle East envoy, Alvaro De Soto said he was encouraged by the renewed efforts on peace talks. "As you know the envoys to the quartet are meeting later on in a couple of hours. The efforts to find an avenue to first of all tranquilise and stabilise the situation to return to the peace track are gathering once again the attention of the international community, fortunately or unfortunately, and we hope that it would be possible to bring things on the right track." Said De Soto. Hamas said on Tuesday it would not recognise Israel, even after a new government takes power. However, it indicated that it would allow the government to set its own policies, a position that Abbas and Arab leaders hope will allow negotiations to resume and lead to a lifting of an international cut-off of aid to the Palestinians. Abbas met Welch the evening before.
