About Prop 1: Proposition 1 was a measure put on the ballot by the California State Legislature and the governor. It proposed statewide reform of California’s behavioral health system. California voters passed the measure in March 2024. This new legislation makes significant changes to the existing Mental Health Services Act (Prop 63). The Mental Health Services Act (MHSA) passed in 2004. It is a 1% tax on California millionaires and provides money for community-based mental health services. The funds help provide programs that close gaps in the mental health system. Prop 1 replaces the Mental Health Services Act (MHSA) with the Behavioral Health Services Act (BHSA). The revised law goes into effect on Jan. 1, 2025. Counties must have their first BHSA Integrated Plan in place by June 30, 2026. The Department of Health Care Services refers to this change as “California’s Behavioral Health Transformation” (BHT).
