Shigeta Animal Pharmaceuticals, founded in 1984 (as Blue Cross Co.) in Toyama Prefecture, rose to fame by commercializing the first‑ever canine/feline blood‐group testing kit using monoclonal‑antibody technology. By 2004 it had even partnered with Bogor University (Indonesia) to develop a reverse‑genetics H5N1 vaccine for birds. But behind the images of innovation lurked serious misconduct—and a shocking downfall. In Nov 2007, police arrested founder Yoshio Nishio and four executives for illegally selling unregistered dog blood‑group kits in city‑vet clinics across Japan, violating drug authorization laws. Regulators also issued a formal warning to the company for violating Japan’s Cartagena Law by mishandling genetically modified vaccine strains—some used in hamster cancer studies—without proper oversight.  Despite mounting scrutiny, the firm shuttered operations by February 2008, declaring bankruptcy with ¥1.3 billion in debt. Nishio received a criminal sentence (1 year prison, 4 suspended, ±¥1 million fine) in May 2008. Today, the main building—often dubbed the "Biohazard Research Center" after an abandoned P3 lab—lies derelict, filled with discarded chemicals, centrifuges, sealed vials, electron microscopes, and other cold‑war style biotechnology kit.
