(27 Sep 1999) Voice and effects VOICED BY: PHILIPPA MEAGHER Hundreds of rival demonstrators gathered in London at the start of a hearing into whether Chile's Augusto Pinochet should be extradited to Spain to stand trial for alleged human rights abuses. Eighty three year old Pinochet, did not attend the proceeding. A magistrate will decide whether General Pinochet can be sent to Spain, but either side can appeal the ruling and the legal tug-of-war over the former dictator is expected to be a lengthy one. VOICE-OVER: Crowds of demonstrators gathered outside Bow Street Magistrates Court in central London for the start of extradition proceedings against the former Chilean dictator. Augusto Pinochet has been under house arrest in southwest London since October last year. He has aggressively fought his detention, arguing that he should be sent back to Chile. A Spanish judge wants to try the general on charges of genocide, kidnapping and torture and Pinochet's opponents support his extradition. SOUNDBITE: (English) "It was really an historic moment because for the first time in 25 years of ??? the court read out the charges against General Pinochet. They listed 36 cases of torture, of sexual abuse and disappearance of the most vile forms of brutality. For this to happen for this to get to this stage is really a vindication of the thousands of victims and brutalisation and disappearance in Chile" SUPER CAPTION: Reed Brody, Human Rights Watch spokesman However Pinochet's supporters say he should be released on humanitarian grounds because of his age and ill health. SOUNDBITE: (English) "Those are alleged accusations. Those are alleged accusations. They have no grounds. Q: So he is innocent is he? A: Yes." SUPER CAPTION: Senator Marcos Cariola, Chilean pro- Pinochet Senator Human rights activists say they are undaunted by the legal minefield ahead. Pinochet's lawyers will probably appeal again if the case doesn't go their way, but, if all legal options are exhausted, the British Government may well have the final say.
