Presenter: Mr. Jonathan Koh, Director, Trade Facilitation Centre of Excellence, CrimsonLogic Summary: This video provides practical insights into the experience of Singapore in developing paperless customs procedures for its National Single Window and risk management system, called TradeNet. The implementer is CrimsonLogic, which is a government-owned company that provides trade facilitation (TF) consultancy solutions such as strategic TF roadmaps to governments, including for port community systems, single window systems, customs management systems and free trade zone systems. Their system is primarily based on the UN’s Single Window Implementation Framework (SWIF), and is conceptually executed through data visualization, data harmonization, and risk management. The single window system transformed Singapore’s permit processing time from 2-7 days to within 10 minutes, the number of documents from 4-35 pages to 1 eForm, and its processing fees from US$6-13 to US$2.10. For a successful TF project the following best practices are recommended: understanding the trade process, realizing that TF should be a business process project and not just an information technology (IT) project, pushing for government to champion the project, and requiring stakeholders to accept new ways of thinking and doing things.
