Youth participation - where are we?

"We've moved from seeing young people as "incomplete citizens", who need to be fixed to engage in democracy a little bit better, to be given the skills, to be given the tools, because somehow it's their fault that they're not engaged in democracy, to actually seeing young people as rights holders, as agents of social change."
