There are two sides to MAssachusetts' K-12 education funding formula: *State funding (Chapter 70, special education circuit breaker, charter reimbursements, and more), and *Local funding (the required local contribution). We MUST crack open and reform the Chapter 70 formula (funding the state provides) so that it addresses schools with declining or stagnant enrollment, rural schools, regional schools, the impact of special education costs, and more. But/and there is also a great deal to be gained by revisiting the required local contribution. The required local contribution formula hasn’t been reviewed or amended for 18 years. It’s (beyond) time. That’s why the Legislature partnered to pass legislation to study and amend the required local contribution formula. The study work has begun. State officials are coming to Greenfield on November 6 to hear directly from the Hampshire, Franklin, Worcester region. There will also be a virtual session on November 18.
