Carter said Tuesday that when he was starting out as a physicist, most of the big technology breakthroughs originated in the U.S. — and a great deal had roots in the government. He said that's no longer true. Carter discussed the threat of the Islamic State group and the efforts that the United States is taking to defeat them. "We will defeat ISIL. We are constantly seeking and finding new ways to strike ISIL and also to protect ourselves," Carter said. "A lot of people don't think that there are boots on the ground or that we're putting boots on the ground and we're doing a lot from the air but there are, by the way, boots on the ground." Carter made the comments at the Harvard Kennedy School's Institute of Politics.
