Christo and Jeanne-Claude's "Surrounded Islands," like all of their monumental artworks, didn't just happen. Before the first yard of bright pink fabric unfurled in Biscayne Bay there was a long process of design, engineering, procuring, processing and permitting. All of this, as well as reaching out to the local community and working with local authorities, was, Christo would tell you, part of the artwork.
