Santa Monica Police Crime Impact Team officers issued a citation Tuesday, November 25, 2025, after observing a man remove items from a municipal trash can along Santa Monica Beach. Officers recognized the individual from a previous citation for the same offense and noted he was again in possession of materials taken from a city-owned container. As part of the encounter, officers detained the man in handcuffs while they conducted a background check and confirmed the prior violation. Unauthorized removal of trash from municipal receptacles is prohibited under Santa Monica Municipal Code § 5.08.300(a), which restricts individuals from taking materials from city-issued waste bins without permission. The man shouted at officers and directed verbal insults during the interaction, momentarily elevating tension before the situation concluded with the citation issued and the scene clearing without further action.
