(27 Mar 1999) English/Nat Spanish judge has added 32 more charges of alleged torture to those already facing former Chilean dictator General Pinochet. The move came only two days after the House of Lords struck the majority of charges against the general and asked Home Secretary Jack Straw to reexamine the case for his extradition. Pinochet's spokesman, Fernando Barros said he believed Straw should change his ruling on the case in the light of the reduced charges and he dismissed the new allegation put forward by the Spanish judge as baseless. With most of the charges facing General Pinochet thrown out by the House of Lords, supporters of the former Chilean dictator are celebrating. Fernando Barros, Pinochet's spokesman said the new judgement created a whole different climate for the Home Secretary's decision on whether to allow the extradition to proceed. SOUNDBITE: (English) "Now the senator understand that this does not represent his immediate return to the country but opens a clear path for a solution to the situation. And now it's in hand, the Law Lords have decided this is mostly political issue and sent back this hot potato to the Home Secretary Mr Jack Straw. So he should make a decision. And the facts he has now are completely different to those he had in consideration in late December." SUPER CAPTION: Fernando Barros,spokesman for General Pinochet Barros appeared on Chilean television on Friday night to discuss Pinochet's reaction to Wednesday's ruling in the House of Lords The Law Lords ruled by six to one that General Pinochet was not immune from prosecution, but said he could face extradition only on charges relating to crimes committed after 1988, when Britain signed the International Convention Against Torture. But Barros said the general had nothing to fear even from the remaining charges. SOUNDBITE: (English) "The last judgement established that the senator is entitled to immunity regarding all of the charges brought against him by Judge Garzon from Spain except one case which corresponds to police violence in late 89, mid 89, with an eighteen year old student with no political affiliation, that had previous convictions due to robbery, and it's alleged he was tortured by the police, pretending that the chief of the country, the president of the country is responsible for something that happened 600 miles away from the capital creates a great damage or danger for all the governments of the world because unfortunately police violence is a reality in the world." SUPER CAPTION: Fernando Barros, spokesman for General Pinochet On Monday, the High Court will meet to consider an appeal against Jack Straw's original ruling that Pinochet could be extradited. SOUNDBITE: (English) "Don't forget that Jack Straw, the Home Secretary Jack Straw, issued an authorisation to proceed on December 9th based on certain facts. The Law Lords in their judgement have decided that considering the dramatic reduction of charges, that they're reduced to one isolated case of alleged torture, the Home Secretary should make his decision again." SUPER CAPTION: Fernando Barros, spokesman for General Pinochet On Friday, the Spanish High Court judge investigating Pinochet filed another 32 charges of alleged torture against the former dictator. But Barros attacked the credibility of the new claims, filed in response to British prosecutors' requests for supporting evidence to the original charges.
