Western Australia's Local Government Minister Hannah Beazley has announced plans to change the law to let councils require cats to stay on their owners' properties. Currently, councils need approval from a state parliamentary committee to make rules about cats. More than 20 councils have been refused permission. Bruce Webber from the WA Feral Cat Working Group says if the bill passes, councils will be able to make rules to keep cats on their owners' properties and limit how many cats people can own.
