I discuss the role of Fulanis in the jihadist insurgencies in the Sahel. Of interest are why Fulanis are disproportionately represented among the jihadi groups, and also how they are collective targeted for massacre. I argue for a counter-terrorism approach that is more sensitive to the drivers of jihad. My focus is on the Sahel, and the terrorist groups JNIM and Islamic state.
