Averell Harriman, chief U.S. delegate to the Moscow tripartite nuclear test-ban talks, said after his return to the United States that the partial nuclear test-ban treaty initialed by the three parties in Moscow ‘’does not in any way’’ prevent the use of nuclear weapons in the event of war, according to a report from Hyannisport. He said that it ‘’is a good treaty,’’ that it would not prevent the use of atomic weapons in the event of war. Harriman disclosed that he had ‘’quite openly’’ discussed the matter of wartime use of nuclear weapons with the soviet delegates. Harriman flew directly from Moscow to Hyannisport, Massachusetts, and reported to President John F. Kennedy and Secretary of State Dean Rusk who had come by air from Washington to the summer white house where they had a 90-minute talk about the Treaty.
