Punjab Institute of Mental Health, the largest facility for mentally disturbed patients in South Asia, has continuously been neglected by the people at helm of affairs who have hardly paid any attention to improve its standards. Founded in 1900 with the name ‘Lunatic Asylum’, the premises continued to shrink with the passage of time while the government never bothered to add any facility for mentally sick going through the additional pain of staying away from their dear and near ones for better treatment and rehabilitation. Originally established on 172 acres, the premises of the hospital has reduced to merely 66 acres with housing schemes and other institutions like Punjab Institute of Cardiology gradually eating up over 100 acres marked for carrying out rehabilitation of mentally sick. The name Lunatic Asylum was replaced with Government Mental Hospital and was later changed to Government Hospital for Psychiatric Diseases in 1996. It was renamed as Punjab Institute of Mental Health in 2002. Since its inception, the institution has a capacity to host 1400 patients in indoors, consisting of five wards for male and female. Over 500 patients visit Out Patient Department and Emergency daily for the medical advice. Besides that, the institute has Male and Female Special Care Units, Psycho-geriatric Ward, Dental Out Patient Department, Rehabilitation Unit, Addiction Unit, Occupational Therapy Unit, Private Ward, Clinical Psychology Department and Library. This institute is providing services to patients belonging not only to Punjab but also to adjacent areas of all provinces including Azad Jammu and Kashmir. Doctors, nurses, paramedics and healthcare support staff accused the government in general and hospital administration in particular for prevailing scenario, saying no one is paying any attention towards the agony of mentally sick, their families and hospital employees. Unlike other healthcare centres, no employee at PIMH was ready to speak on record due to fear of victimization. \“Giving bribe is a prerequisite for admission. Majority of the consultants have touts in the garb of employees for receiving bribes. As there is little space in wards, no one could have a mentally sick relative or friend admitted without greasing the palm of these touts. Resultantly, large number of people get left with no other option except to take patient back home after getting necessary medicine or prescription as shortage of drugs is a routine these days”, said a doctor at PIMH who requested anonymity due to the fear of victimization at the hands of administration. “For creating space at wards, consultants discharge patients forcibly after one or two months from admission. This practice is carried out for accommodating new patients. However, administration keeps those patients for a longer period whose family either disappears or show unwillingness to take them back home even after recovery”, he said, adding, such patients try to run away which always put ward boys in problem. One ward boy said that only few inmates were lucky to get regular visits of family members. “After securing admission of patients through one mean or the other, majority of the families don’t bother to visit. They do it on purpose to avoid taking patient back home after recovery. This intensifies the agony of patients admitted. The situation of a number of patients has aggravated after significant recovery. This is injustice on the part of cruel family members”, he explained, adding, a number of patients try to run away which is a permanent source of headache for ward “There is no security for the purpose and ward boys are held responsible for escape of patients. In such circumstances, they took leave and hire private vehicles on their own expenses to get the runaway patients back to the facility”, he said. “It is injustice with ward boys to do additional duty of security besides performing routine job of taking patients to other wards for regular checkups.,” he added. Another employee lamented at the situation, prevailing at kitchen, saying those having no clue about own identity or personality are given substandard food cooked and served in unhygienic conditions. “No one can think about giving such meal to own family members but the cruel administration is doing this for years”, he lamented.
