Under this policy, entrepreneurs whose units have been closed for years can voluntarily return their land to the Bihar Industrial Area Development Authority (BIADA). In return, the government will refund them 10 to 20 percent of their lease amount. The state government's objective is clear—"Increase investment, create employment, and transform Bihar's identity." Under this policy: Companies investing more than ₹100 crore will be given 10 acres of land free of charge. Investments exceeding ₹1,000 crore will benefit from up to 25 acres of land. Fortune 500 companies will be given 10 acres of land for a token fee of just ₹1. These provisions have the potential to put Bihar on the map not only for national but also for global investors. The state, long considered synonymous with lack of industry, is now in the news for its potential. The Role of Women and Youth: The Human Aspect of Industrial Development The most positive aspect of Bihar's new industrial thinking is that it centers on human resources—that is, Bihar's youth and their talent. The state government has clarified that industries are not just buildings and machinery, but a means of empowering people. In line with this vision, Industry Minister Nitish Mishra recently met with officials from Aditya Birla Fashion and Retail Limited. The company shared its plans to set up an apparel manufacturing unit in Begusarai. This unit will employ over 750 people, 85-90% of whom will be women. This is not only a major step economically, but also a significant social initiative—where women will now become an integral part of Bihar's industrial journey. Skill development programs are being launched for youth in collaboration with NIFT Patna, so that they can be trained to meet the needs of modern industries.
