Net Neutrality explained simply is that your ISP cannot restrict or redirect content. It must provide you free and open access to any website you want. However, that is not the most profitable way to run an ISP so the want the rules changed. In a few days the FCC will vote to decide whether or not to allow companies to restrict data or not. I think the implications here are massive for freedom of speech, information, press, assembly, research, and almost every important aspect of our modern lives.
