Economic development is the process of building strong, adaptive economies. Despite the diversity of approaches and strategies to achieve this goal in cities across the country, leadership is consistently identified as a critical factor in effective economic development. Moderator: William Fulton, Mayor, Ventura, Calif.; Governing Magazine's Economic Development Columnist Speakers: Ralph Becker, Mayor, Salt Lake City, Utah Rick Baker, former Mayor, St. Petersburg, Florida Carl Brewer, Mayor, Wichita, Kansas
