This happened in November 2012. I was inside the school with a colleague, talking with the senior staff. Moses was taking video of the school environment and so was roaming. He had previously taken some close shots of this teacher giving out test papers, so she knew that he was at school and filming. I think that she had little idea of the range which could be captured or she didn't much care. After caning the first group of children she goes to get a replacement cane - she broke the first one - and then gets stuck in again. I think that she was less violent the second time as she suspected that Moses might have seen. You might want to consider the reaction of the teacher who walks by when this is all going on. The children were being hit because they were late back to the classroom after break ended. Corporal punishment is not legal in Ugandan schools but there is some distance to go before it actually stops even though there have been many training programmes on non-violent alternatives to corporal punishment. These are largely located around guidance and counselling. In response to a request from Ann McCarthy I have added some references for resources which might be helpful: http://unesco.org.pk/education/icfe/r...
