This track is called "Der Losverkäufer" and is performed by a band called Panta Rhei. I know very little about this band. A Google search shows that they're a Hungarian band. But this track comes from the brilliantly titled album, "German Funk Fieber Vol. 2: Infectious Rare Grooves & Krauty Schlager Wonders 1969-1978." They were active in the 70s and 80s, and put out some classical albums, (on which they played home-made synthesizers!), as well as some prog-rock albums. Ta panta rhei (Τα Πάντα ῥεῖ) is Greek for "everything flows," an aphorism often attributed to Heraclitus. ("Ever-newer waters flow on those who step into the same rivers," which is more often summed up as "you never step in the same river twice.") So, we have a Hungarian band with a Greek-derived name on a German Funk compilation. I love it! This track was apparently recorded between 1969 and 1978. To me, it sounds remarkably fresh. These guys were way ahead of their time.
