Has the Uttar Pradesh government allocated enough budget to ensure housing for these beneficiaries? These are the key questions that millions of families across the state are asking right now. In this video, we provide a complete and detailed explanation of the current situation regarding the Zero Poverty Scheme, the AWAS Plus survey process, the state budget provisions, and the possible timeline for housing distribution. Under the Zero Poverty Scheme, the Uttar Pradesh government conducted a survey to identify homeless families in every Gram Panchayat. However, later it became clear that being surveyed under the Zero Poverty Scheme alone was not enough. Recognizing this issue, instructions were issued to conduct a fresh AWAS Plus survey for all homeless families selected under the Zero Poverty Scheme. Lists were re-verified, and names were compiled again to ensure that no eligible family is excluded from the Permanent Waiting List. Currently, it is estimated that nearly 1 million (10 lakh) homeless families across Uttar Pradesh are awaiting housing benefits. This is a massive number, and naturally, it requires a substantial budget allocation. For the financial year 2025–26, the Uttar Pradesh government reportedly allocated around ₹3,048 crore in its budget for housing-related schemes. However, the key financial structure under PMAY is based on cost-sharing between the central and state governments. Under PMAY (Gramin): The total assistance per house is approximately ₹1,20,000. Around 60% is funded by the Central Government. Around 40% must be contributed by the State Government. This means that unless the state government secures and releases its 40% share, the central government will not release its portion either. Therefore, the availability of housing funds depends heavily on whether the state makes adequate budgetary provisions in advance. Another important factor is the upcoming budget announcement. The Uttar Pradesh budget is typically presented in February. Many beneficiaries are waiting to see whether the government will once again allocate a significant amount—similar to the previous ₹3,048 crore—or increase the allocation considering the large number of pending cases. There is also discussion about the state’s own Chief Minister Housing Scheme, where financial assistance has ranged from ₹95,000 to ₹1,00,000 per beneficiary in recent years. Although allocations have been made, some beneficiaries—especially those whose names are geo-tagged and verified—are still waiting for installment releases. This raises another critical point: installment-based payments. Even if housing approvals are granted, full installments may not be released immediately. It is common for payments to be made in phases, depending on construction progress and fund availability. In some situations, one or two installments may be delayed due to administrative or financial reasons. Political timing may also play a role. With the Uttar Pradesh Assembly elections expected in early 2027, many observers believe that the government may accelerate housing approvals before the election period. Historically, governments often speed up welfare scheme implementation ahead of elections to demonstrate performance and public commitment. This does not mean that housing will be denied, but rather that the timing of approvals and fund releases could align with broader political and administrative strategies.
