(3 Jul 2012) STORYLINE: United Nations observers visited the Damascus suburb of Douma on Tuesday, 25 kilometres east of the capital. They drove in convoy to a military hospital in Douma but decided to return to Damascus after they were told there were snipers in the area. Syrian troops flushed out rebels from Douma on Saturday after a 10-day assault that left dozens dead, hundreds wounded and caused a major humanitarian crisis. A spokeswoman for the International Committee of the Red Cross (ICRC) said the agency had evacuated 26 Syrian civilians from Douma. A team from the ICRC and the Syrian Arab Red Crescent entered Douma on Sunday to assess humanitarian conditions and evacuated the 26, mostly children and elderly people. The Syrian state-run news agency SANA said maintenance workers had started to repair damaged electricity networks and other infrastructure destroyed by what it described as "terrorists" in Douma. Syrian authorities refer to rebels fighting President Bashar Assad's regime as terrorists. On Monday, the UN high commissioner for human rights called on the Security Council to strengthen the suspended UN observer mission in Syria and renewed her call for the country's conflict to be referred to the International Criminal Court in The Hague. The 300-member UN mission in Syria repeatedly came under fire before the UN suspended it last month, and its future isn't clear. The council is awaiting a report from Secretary-General Ban Ki-Moon on options for the mission.
