From global crises to local emergencies, simulation exercises are one of the most effective ways to bridge the gap between plans and real-world readiness. When it comes to disaster response, readiness does not happen by chance; it is built through practice, coordination, and collaboration. The Emergency Preparedness and Response (EP&R) Team within the Department of Resilience and Disaster Management (RDM) has been helping countries move from planning to practice by operationalizing the World Bank’s Crisis Preparedness and Response Toolkit (CPRT). Through hands-on support to task teams and client institutions, the EP&R team helps governments test and strengthen their systems before a crisis strikes. At the heart of this work are EP&R and Contingent Emergency Response Project (CERP) tabletop simulation exercises, which bring together ministries, agencies, and partners to rehearse decisions and coordination in realistic emergency scenarios. These tabletop simulations transform policy frameworks and contingency plans into action revealing strengths and bottlenecks, clarifying institutional roles, and building confidence across government systems to respond swiftly and effectively when disasters occur. So far, these simulations have been successfully conducted in Mali, Malawi, Burkina Faso, Niger, Burundi, Liberia, and Comoros, each providing valuable lessons on readiness and inter-agency collaboration. This Brown Bag Lunch (BBL), part of the Emergency Preparedness, Response and Recovery (EPR&R) Community of Practice (CoP) series, will explore the benefits of simulation-based learning and experiences from recent simulations and reflections from World Bank teams. Speakers will discuss opportunities to scale this approach across operations and regions to enhance crisis readiness globally.
