The "Organizational Capacity Self-Assessment Tool" or OCSAT of GIZ was developed in the field by GIZ development practitioners. It is a tool and a process that makes the functionality of civil society organizations visible. Within this process, OCSAT looks at the core capacities of the organization such as Governance, Strategy and Management, Culture and Leadership, Human Resources, Finance and Administration, Program Management, External Relations and Communication, and Advocacy and Lobbying. OSCAT also helps the organization’s staff members to become aware of how different capacities work together to achieve success and how continuous self-improvement leads to better results, transforming the organization into a learning organization.
