This week, President Kassym-Jomart Tokayev set March 15 as the date for a national referendum on a new Constitution. The proposed draft marks a transition from a super-presidential model toward a presidential republic with a stronger Parliament, expanded checks and balances, and reinforced institutional stability. Human rights protections and the secular character of the state are reaffirmed in what Tokayev described as a conceptually new foundational document. The final decision will rest with voters. On the economic front, Prime Minister Olzhas Bektenov reported that foreign capital inflows exceeded $58 billion in 2025. Fixed capital investment rose 13%, GDP growth reached 6.5%, and foreign direct investment increased nearly 11% over nine months. However, Tokayev emphasized the need for structural transformation, calling for high-quality investment in rare earth metals, oil and gas chemistry, renewables, digital infrastructure, and transport. Infrastructure modernization, SME expansion, and reform of Special Economic Zones remain central to the next investment cycle. Monetary stability also remains in focus. National Bank Governor Timur Suleimenov reported record gold and foreign exchange reserves of $65.4 billion, alongside continued efforts to manage inflation, which peaked at 12.9% last year. The National Bank plans tighter oversight of consumer lending, expanded use of the digital tenge, and the development of a National Strategic Crypto Reserve as part of broader financial modernization efforts.
