Cecilia Ogwal recounts the person of Jacob Oulanyah Veteran legislator Cecilia Atim Ogwal has eulogized the fallen speaker Rt Hon Jacob Oulanyah. Ogwal who began working with Jacob Oulanyah as a student leader says the deceased left a giant foot print in the politics of Uganda. Cecilia Ogwal who went emotional said the fallen speaker was one of the best legislators in the entire country. Adding that Oulanyah was a master in a type of debate called “Filibustering’ which very few people know about. Born on 23rd of March, 1965 in Gulu district, Jacob Lokori Oulanyah now the late was a member of the Uganda people’s congress. Veteran legislator Cecilia Atim Ogwal recalls how she caught up with the fallen speaker as a student leader. Ogwal said she first wept when oulanyha was shot at during a strike at Makerere. Oulanyah who begand politics as a student was elected MP for Omoro county 2001 although he did not make it in 2006. In 2011 he reclaimed the seat which he held until he breathed his last on 20th.
