There are rumors that it is impossible to get all the figurines on a fresh file, because you start with the Picto Box DX on a 2nd playthrough (also known as "New Game +"). You cannot actually get figurines until you do the Picto Box quest, because the original camera doesn't take color pictographs, and you have to progress to a certain point in the game before that is possible. This video shows that it is possible to do on a new file and I explain which figurines are problematic and what to do to not miss them. I hope this video is useful.
