House Passes COMPETES Act With New Immigration Reforms: Start-Up Visa, STEM Cap Exemption, Hong Kong In this video, I discuss the new immigration reforms in the America COMPETES Act. The House passed the COMPETES Act on February 4, 2022. It includes three big immigration proposals. The first is a new Start-Up Visa called the "W" visa for entrepreneurs, their essential employees and family. This 3-year visa leads to LPR status as an immigrant entrepreneur. The second proposal grants a Green Card Cap Exemption for STEM gradates with a doctoral degree (EB-1 or EB-2 applicants and their family). The third proposal is for Hong Kong residents. The legislation creates a Priority Hong Kong Resident (PHKR) designation, Temporary Protected Status (TPS) to certain Hong Kong residents, a Refugee Program and Special Immigrant Status to high skilled PHKRs.
