We found the transmitter on its 11th potential spawn, on the cement mixer truck, but it was firefight after firefight to get to it. After confirming it's not encoded, you have to head back to search for a flash drive, which also has 20 potential spawns. At least they're all in water treatment this time, we got a good spawn and found it on the 19th spawn.
