By running rain water straight onto roads you are directly contributing to URBAN CREEP a term used for the growth in paved surfaces leading to ground dehydration and excessive water going down main drains and sewers. This causes flooding in other areas and leads to water contamination in rivers and coast lines. There are multiple ways to be suds compliant that can be researched.
