Pope Innocent III, a powerful pontiff, was determined to retake #Jerusalem from the Muslims. Despite the earlier Crusades, which had resulted in conquests but also losses, Pope Innocent III believed that the failures were due to the sins of Christian Europe. In 1198, he issued a call for a new Crusade to retake Jerusalem, hoping to reposition Rome as the center of Europe's crusading efforts. He believed that if Christians repented, corrected their behavior, and supported the Church, God would return Jerusalem to them. This call for a new Crusade aimed to revive interest in crusading and regain control of the Holy Land. The Fourth Crusade, initiated by Pope Innocent III to retake Jerusalem, faced challenges from the start. Few professional warriors volunteered, and prominent European monarchs did not participate. Instead, impoverished peasants joined, hoping for a change in fortune. Short of funds, the Crusaders had to purchase ships on credit from the Venetians, who then manipulated them into attacking the Catholic city of Zara. Pope Innocent III excommunicated the Crusaders, but they proceeded to attack Constantinople, overthrowing the Byzantine Emperor and installing a new one who failed to fulfill their promises. The Crusaders then decided to establish the Latin Empire of Constantinople instead of continuing to Jerusalem. The Byzantine Empire, including the Fourth Crusade and the Latin Empire of #Constantinople, contributed to the further decline of the already weakened empire. The Latin Empire of Constantinople, established by Crusaders and supported by Venice, faced enemies on all sides, including the Bulgarians and smaller Greek states. Despite initial victories, the Latin Crusaders were constantly at war with their neighbors, resulting in continuous fighting and strain on their resources. The Latin Empire had few allies and had to rely on costly support from the Venetians.
