It is an alternative spelling of サキハフ (kanji: 幸ふ; Hiragana:さきはふ; also pronounced as sakiwau in modern Japanese), and both are obsolete forms of さいわう (幸う, saiwau), from which the modern Japanese word さいわい (幸い, saiwai) is derived.
