The greatest suspense among them is who will be appointed to succeed as Vice Chairman of the Central Military Commission of China, filling the vacancies left by Zhang Youxia and He Weidong. This well-known political deception has been packaged by Xi Jinping as so-called “whole-process people’s democracy.” Everyone knows that the stage of the Two Sessions has long since become an annual ritual where delegates “eat steamed buns and raise their fists.” For the people, the existence of these two institutions is nothing more than meaningless political ornamentation, a complete waste of public funds, entirely unnecessary. From the very day of their birth until now, they have consistently been anti-democratic. They have never been institutions representing the will of the people; on the contrary, they have survived by betraying the interests of the people. What does the CCP system fear most? It does not fear your complaints about life; it fears your asking where the Communist Party’s power comes from. On what basis is it not subject to constraint? The core task of the Two Sessions is to block such questioning within procedures and drown it in slogans—so that dictatorship may pretend to be legitimate. The Two Sessions have never been the source of power, but the ornament of power. It is not that the people hand power to the state; rather, the state uses the name of the people to confirm pre-existing power. This logic was fixed as early as 1949. In 1954, the First National People’s Congress convened, establishing the nominal status of the “highest organ of state power.” Yet the premise was the political principle that “the Party leads everything,” and that the people’s congress operates under Party leadership. The true source of power has never been within the NPC system, but within the internal structure of the Party. The NPC was given the title of “highest organ of power,” yet it has never held the highest power. This is not deviation; it is design. To discuss the deceptive nature of this institution, we must first begin with the mechanism by which deputies to the National People’s Congress are produced.
