It is however, unlocked while waiting in the Last Man Standing lobby for the first time. The Last Man Standing minigame entrance is east of the Clan Wars area. That area lies south of Duel Arena and east of the Al Kharid palace. Alternatively, you can use the Clan Wars teleport that's on the Ring of Dueling. It's the fastest way to get to that area and to the Last Man Standing minigame.
