(15 May 1978) RR7820A SOWETO SOUTH AFRICA'S URBAN BLACKS Probably the most urgent of South Africa's racial problems is the question of the urban blacks, those who work in the white towns and cities but live outside them in separate black townships. To get full political rights they will have to go, according to Premier John Vorster, to the tribal homelands set aside for them under the separate development policy. Many do not want to go, and they are not satisfied with the new elected urban councils they are now being offered in the townships. This report looks at the crucial township of Soweto, outside Johannesburg, where a council has been elected despite an almost total boycott of the poll. Also included: interviews with Dr. Connie Mulder, the new minister responsible for black affairs, with Dr. Motlana and Leonard Mosala, spokesman for the Committee of Ten - Soweto's unofficial council and with Gatsha Buthelezi, chief of the Zulu nation and leader of Inkatha, the Zulu organisation which is now trying to turn itself into a multi-racial political party. File material includes the 1976 and 1977 riots, which transformed the whole racial scene in South Africa, also the funeral of Black Consciousness leaders Steve Biko and Robert Sobukwe.
