Biased action of Police : Free hand to violence?

The communal clashes which broke out in Hanumanganj area of Sultanpur, UP raised a few questions when the police accepted FIR from the Perpetrators and refused to accept FIR requested by the other side against the perpetrators, even after online complaint was lodged. This discriminatory behaviour gave the free license to the perpetrators to carry out unlawful activities according to their will which led to the lynching of Abdullah, a cattle rearer, on 11th Aug and of a vegetable vendor on 13th August. The police, in the recent past, has time and again been found involved in discriminatory hateful behaviour, biased action, no action on live lynchings, and not attempting to avoid criminal activities. Are they not supposed to be more proactive and responsive in fighting corruption, criminal activities, lynchings, etc.
