In many states like ours, it's left up to local city ordinances. When cities lag behind, it leaves a bit of ambiguity. This isn't fair to riders, or officers, nobody should have to guess about what the laws are. I've traveled to several cities this year that have dedicated bike lanes. Clearly that is the way to go, and soon we won't be in the road with cars, but in our own private lanes.
