Body Cam Video Of Man Doing karate kid to prove to police he is not drunk. On July 7th, 2024, at approximately 1700 hours, two officers of the Florida Fish and Wildlife Conservation Commission (FWC) were patrolling the Morehead boat ramp on Lake Ker. They observed a vessel approaching the ramp and conducted a safety inspection. Phase I - Vessel in Motion: The officers observed a vessel approaching the ramp and identified the operator as a male subject. Onboard were the subject, his wife, and two children. After docking, the subject and his wife walked around the ramp, with the subject appearing unsteady and swaying noticeably. The officers also saw him discard a lit cigarette onto the ground. The subject entered the passenger side of a truck while his wife backed the trailer down the ramp. Both then boarded the vessel to load it onto the trailer. The wife took the helm while the subject controlled the throttle and gave steering commands. The subject’s speech was raspy, slurred at times, and he appeared to lose his balance on several occasions. Despite multiple attempts, they struggled to load the vessel until their 15-year-old daughter offered assistance. Eventually, they succeeded and pulled the truck and trailer from the ramp as directed for a safety inspection. Inspection and Observations: During the inspection, the officers noted signs of impairment in the subject, including unsteady movements, flushed skin, glassy eyes, droopy eyelids, and the odor of alcohol on his breath. An empty alcohol container was discovered in a cooler onboard the vessel. The subject admitted to drinking "a good bit" and said he had consumed too much to drive. He initially claimed his wife was operating the vessel but later admitted to having driven earlier and giving steering commands at the ramp. The officers also observed the subject discard another cigarette onto the ground and addressed the littering violation. When asked about alcohol consumption, the subject admitted to having several beers and operating the vessel earlier in the day. Field Sobriety Tasks and Arrest: The officers requested the subject’s participation in Field Sobriety Tasks (SFSTs). Initially, he ignored instructions and performed a "crane kick position" before eventually complying. During the tasks, the odor of alcohol remained evident. Based on their observations, the officers arrested the subject for Boating Under the Influence (BUI). He was handcuffed, searched, and transported to the Marion County Jail. During transport, the odor of alcohol became stronger. At the jail, the subject refused to provide a breath sample despite being informed of the penalties for refusal under implied consent laws. Citations Issued: The subject was booked into the Marion County Jail and cited for the following offenses: • Boating under the influence with persons under 18 onboard (misdemeanor). • Refusal to submit to a lawful breath test (infraction). • Littering under 15 pounds (infraction).
